how do you caculate gauge i have an engine which is 15 gauge i think but i am not sure what scale that is

The distance from the inside face of one rail to the inside face of the opposite rail.
Or, correct me Andy, if I'm wrong, from the root of the radius (where the tire meets the flange) on one wheel, to the corresponding point on the other wheel on the same axle.

As to what scale the engine is... it can be trickyer to determing. If it's a model then it could be 3" to the foot, 5" to the foot or even 6" to the foot. If it's a Cagney, Hiershel-Spielman, Crown or some other "Park Train" then it's fullsize and is what it is.
Based on the photo in the other thread I'd say it's about 3" scale.

LOL You got it. Good technical answer....
When somebody asks what the gauge is; I tell them the simplified version. The distance over the flanges is good enough.
